git-mr-tag: don't allow users to add reserved tags
This would be caught by git-mr-update, but let's inform users about
this while the tag is created.

MR hash and commit hash tags are now added in mrlib.load_tags, so
there is no need to add them explicitly.

mrlib: load commit tags from git in load_tags
Originally commit info, like subject, was stored as a tag and created
by git-mr-create. It looks like that calling git one more time does not
have such performance impact, so let's just load all the data from git.

git-mr-create: store mr tags to separate ref
Tags which cannot be changed, like base, commits or commits count, are
stored under new mr ref. Also don't store commit subjects and other
info in tags. Let's get them directly from git in mrlib.load_tags.

All tag values should have newlines escaped. This format allows
to diplay values with newline interpreted.
